Ability to batch import avatar photos.

We need our user photos to be the approved photos used for their ID badges in all our applications, so users are not allowed to change their own photos.  (Unfortunately we have had students use inappropriate images.) When we were just using AD integration, it pulled the appropriate user photos in from AD. Now that we have moved to SSO login, we don’t get the photos. The ability to batch import avatar photos would be extremely helpful.
