Allow users to re-open their own tickets in the UI
Currently users cannot re-open their own tickets in the UI. They get a message saying:
"You can't reply to this ticket since it's been closed. Consider creating a new ticket."
While we don't typically allow users to re-open their tickets by an email response (usually we get a thanks! or some other response that isn't an indication of a problem) it would be nice for them to be able to click a "re-open" button in the UI when needed.
