Rules to not send notifications to techs/admins

In cases where we have rules to auto-close certain tickets, it would be great to not send notifications about a new ticket being created to techs and admins. If there could a trigger to set it so that it doesn't notify when it's created, that would be helpful.

Says implemented, but not how it was implemented? I don't see any automation rules for this.
