Automatically forward attachment with ticket

When a new ticket is submitted with an attachment, add the attachment to the email that is sent to a technician. This is currently possible for admins when a new ticket is created but doesn't seem to be available for techs.

At the time I posted this, the function was working, at least not on our account.
