Scrolling behavior with many tickets and many category

Noticing the behavior (maybe it by design) that can be improved a bit.

Let say we have 100 tickets - it is long list.

And I need to see "Tags" on Left Panel or Sort ticket differently.

I move my mouse to the "Left Bar" and try to go to my "destination", but unlit all 100 email list is scrolled - I cannot. 

It would be better if the Fields will have independent scroll control.
