see categories where an admin is assigned as a technician

For technicians, from the User editing screen, we can optionally select which categories they are assigned.



However for full administrators, we do not have this option.
Why do we need this option?
We need this option because in most cases, we do not notify admins when sending notifications, we only notify techs.  So in order to notify an admin of categories they work in, they must be assigned to that category as a tech.
When one admin leaves and we need another admin to take over the functions of the departing admin, we need to assign them the same categories.  There is no easy way to see those categories of the departing admin without this link.

We have a workaround, which we can be something simple to implement (making that highlight link in the screen grab above available under the Administrator user also); so we temporarily change the departing admin to a technician so we can gain access to that link, but never save the user as a technician.
