Prevent Non-Subscribers from reopening tickets

We have multiple jitbit helpdesks for our organization and sometimes(not super often) someone will forward a message from one helpdesk to the other and it will append to an already closed ticket in the other system. It would be nice to have a rule that prevents non-subcribers from reopening tickets
