It would be good to have option to prevent "user (submitter)" to be disabled, explicitly.
We had the following case.
Technicians, as per the role, cannot disable the "user (submitter)" specifically by going to "Edit" menu. This is ok.
But as technicians they can "mark as spam" the ticket, and this process give them right to disable the submitter, as per the function.
In our case, one of our system email notification "user (submitter)" was disabled for few weeks and all important emails were discarded by ticketing system as result. We just noticed today about this incident.
If it would be possible to explicitly set a flag "Cannot be Disabled" for certain user and still give permission to "mark as a spam" to the technician to deal with majority of the spam ticket, that would be great.
I think by simply "ignore" the call to be disabled for specific "users (submitters)" when tech marking the ticket as spam, but user has been protected from be disabled.
