Option to Remove and/or "Restrict access to" Category field from New ticket page

SITUATION :
I use a lot of categories with an external HTML page as entry point.
All my link point to specific categories through URL query

PROBLEM :
The users have the possibility to change the category

SUGGESTION (to the best gurus of the world) :
Development of option below activable in the administration pannel
1.  Restrict Category field access to tech and admin only
2.  Remove Category field from New ticket page
