Allow Editing of Ticket Assignment Notification Emails

Most of the emails that Jitbit sends out have templates which can be edited. There is at least one exception, which is the email notification a ticket-submitter receives once their ticket has been assigned to a technician. This email cannot be edited.

Among other things, the email contains the phrase, "PLEASE DO NOT REPLY TO THIS EMAIL." Since the email address which sends this message on our system actually can receive email and add the update to the ticket, we would like to update this email to remove the aforementioned phrase. This would make it clear to end users that if they have an update to share, they can do so directly from the email.

Just a simple improvement to make the user experience a little better.
