"Least Busy Tech" Auto Assign Rule Addition

Adjust the rule to consider the number of handled tickets per tech.

To ensure fair auto assigning of unassigned tickets to the least busy tech. There may be techs that have a low number of tickets assigned but are closing a lot during the day.

Eg, Jo may have 5 tickets but has closed 20+ where Ben has 8 but has closed 6 for the day. With the current rule, Jo will get the ticket but Ben is the least busy tech.
