Prevent deletion of Attachments and Replies

We would like to prevent users and technicians from deleting attachments and replies from a ticket. We wouldn't mind if this even prevented administrators from deleting attachments and replies.

Since this option would not be necessary for every installation, so this could be an option under the General Settings to disable the ability for anyone that is at least not an admin from deleting attachments/replies or preventing deleting attachments and replies all together.
