NEED :

- Ability for TECH & Admin to decide when they want notify the submitter by playing with rules and/or manual actions.

- Use specifics Category/Sections for informational follow-up (events calendar etc) without actions required.

PROBLEM :

Submitter is notified of all replies

SUGGESTION :

Do not notify the submitter if he is not also "Subscriber"
