UI/UX - Moving the tags and buttons sections to be more easily accessible

I was just wondering if I could suggest something for the UI. I was working on the assets tab and uploading from a file and I noticed that each time I uploaded a file, the page would be back at the top and the upload and tags are all the way at the bottom. Could I suggest moving the tags section and the New, search and Import/Export section to the top, or sides. So that it would make it easier to search the tags or add assets.

Another suggestion I have would be kind of the same, but on the Knowledge Base tab. So when you click into a category, you have the New, Reorder, Help and Subscribe button section. My suggestion would move it to the top or side as well, for easier searching/adding knowledge base articles.

Something else that I thought might be nice would be, being able to bulk add tags to assets or anything else. Or be able to have a tags header in the csv for uploading assets.

After looking at the tabs, I think I'd maybe suggest moving all tags sections and any sections with buttons at the very bottom to the side at least, if not the top.

While exploring the knowledge base tab, could I suggest adding in a back or knowledge base home link by or around the categories or search box. I know you can click the knowledge base tab and the one below it, but I know our company has some people that aren't tech savvy and might get confused with how to get back.
