Option to restrict Cloning to Techinicians and/or Administrators

We have customers cloning their tickets for new requests and not changing or missing the need to update the custom fields for their updated request. Including Subject line/specific request details. 

Would like the option to restrict the Clone option to Technicians and/or Administrators.

This shows implemented but I cannot see how to make this work in JitBit v10.3. Please advise.
