prevent closing tickets when condition is match or missmatch

for some use cases, it would be fine to had the ability to disable the close button on some tickets for all users (techs and admins too) when the ticket match or missmatch some rules,

like an automation rule but without closing the ticket to run it and notify at the client that the ticket was closed in case of someone make a misatke on the ticket
