Relocate the TAGS on the LEFT of the Ideas titles area

With an option to Reduce/Expand the TAGS Area

By this way, you can image to place also SECTION/CATEGORY on this location (with also an option Reduce/Expand)

Offer similar view than for TICKET GRID (standard everywhere on Jitbit = more used)
