Colored Backgrounds for Tech Note vs Replies

I think it would be a great idea to make it more obvious when a reply is for technicians only vs. a general reply. It would be nice to have a blue colored border around technician replies vs a green colored border around general replies. This would help people who are visually impaired like me be better able to quickly know for sure if I am sending a reply the end user will see or not.
