SIlently close restricted to Administrators

We would like to see the ability to restrict the option to "Close silently" to Administrators.

This would prevent technicians from sneakily closing tickets silently.

Additionally, I'd like to be able to enable it for certain technicians who aren't full admins but do higher level work.
