system to auto add technician note when email bounces for submitter

It would be nice if the system can insert a reply for the technicians to see whenever a submitter (customer) notification email bounced.

I know there is a small warning icon in the comment which appears later, but the technician, when busy, may not notice it until much later.  We want to see if we can have a comment sent back to the technician to inform them of the issue notifying the submitter.
