There's a "reply to ticket" rule that does exactly that. It posts a reply to ticket and the reply is emailed to all the subscribers.

Hi Alex,
For sure, we can use the rule "reply to ticket" but my suggest was linked to the facts below :
1.HTML can't be used in reply -> via mail we can 2.A mail sent by rule is not integrated in the ticket as a reply (that can be bad or good... a choice from tech)
