TECH agent right access for tag

Tag are used also for execute some rules

= Some tag must be reserved to admin for avoid disturb automatic management

Suggestion :

Tag access rights settings for TECH exactly as for categories

List of all tag

Allow / Not allowed

admin rules security

I've juste again observed this need today.
Indeed, if a tech agent remove a TAG, he can disturb system implemented by Admin
So, ability to set rights access on tag (For admin / For Tech) is required.
