Rule in case of "Ticket Creation OR Move"

LOCATION : helpdesk/Admin/EditRule
                       Frame 1. WHEN THIS HAPPENS:

Add the option "Ticket is created OR moved to a new category"

This to avoid tu dupplicates the Rules creation (one for Creation + One for Move)
