Make User Notes Private

Right now a user object in the system has a field called Other notes (from admin). This allows you to add notes to a user. Unfortunately, we have found with testing the user can see these notes when they log into the web interface. I would like a way to add notes on a user or on a company that could be marked "for technicians only" just like you can on a ticket, so that they are not visible to that user anywhere even when they log into the web interface. This would allow us to leave notes on the user indicating if they should be handled in any certain way or if they are a problem customer that needs to be escalated when they contact us, etc. Right now we don't have any way to do that because any information we put into these notes is visible to the customer, and therefore cannot contain sensitive information.
