create new Category Section from editing an existing Category

It would be nice to be able to create a new Category Section when editing an existing Category.

Right now the workaround is to create a new dummy Category in order to create a new Category Section. Then go edit the existing Category in order to change it to this new Category Section. Then delete the dummy Category.

How do we access this? I wasn't able to earlier today when I tried to update the section for a category, to a new section (not yet created section).
