Restrict outgoing email notifications by Company / Department

The ability to restrict who gets email notifications for specific events, beyond the current automation rules.

A new automation action with these options would accomplish what I need:
  • (send / don't send)  email notification to users  (from / not from) a specific Company or Department
We currently have email notifications disabled for our customer-facing technicians because the amount of notifications would be overwhelming. They simply work off lists of assigned tickets. But in other situations those techs become the "customer" on tickets submitted to other internal departments. The goal of this is to notify those technicians only of replies from within our company.
