Ability to assign tickets to internal users without a technician license

We use the JitBit helpdesk as a method of tracking tasks and approvals internally only, with most employees needing very few tickets to be assigned to them during day-to-day business. It would be great to have another type of licensing and ticket assignment option, where a ticket can be assigned to a user without them having to be considered a Technician.
