Group Permissions

Currently there are three groups a user can be in: Users, Technicians, Admins. However this does not allow for fine tuned control of user/group permissions.
I propose either adding the ability to create custom user groups where individual permissions can be set or on a per-user basis.

Use case examples:

Create a new group for trainee technicians and disable/limit reports and/or the ability to edit and create knowledge base articles.

Create a sub-admin user with access to specific settings categories.
